My Lord,
I have the honour to transmit herewith, for your information, copies of correspondence with the General Officer Commanding, Singapore. on the subject of a list of Bolsheviks in the Far East, compiled by the War Office last November.
The list should be taken with great reserve, as I observe the names of certain Chinese are included whom I do not believe to harbour Bolshevik ideas.

Three of the men mentioned chien, Chow Tzu chi and Liang Shih yi strong supporters of Yuan Shih K'ai's monarchical movement and have always been regarded as conserva- tive statesmen. Chu Ch'i chien was Northern Representative at the recent Peace Conference in Shanghai. Chow Tzu ch'i and Liang Shin yi have both been closely associated with us in railway con- struction and other enterprises and the latter gave us most valuable assistance in several matters connected with the War. There seems to me to be a real danger in this loose method of labelling distinguished men in other countries as Bolshevists without consulting those who are in a position to give reliable information.
